Enlarge Parcel Fabric Name's field size

Currently the Name field in the LGIM is set to 50 characters. Please expand this to 255 characters.

When loading Subdivision polygons into the fabric the Subnames can be much larger than 50, so this would help to avoid truncation or the need for a separate subdivision name field.
