Add a new locked property to all map elements in layout view, similar to the existing draft property.

  • It would be helpful if the ability to lock specific map elements in layout view was provided, in order to prevent  these elements from being selected or dragged/moved accidentally. This will hopefully make it easier to select objects that fall on top of or within the data frame. This is especially true when working with text elements in which the dataframe becomes selected instead of the text.

If you have the PLTS extension (Production Mapping at 10) you can lock elements via the elements tab in the TOC or the layout window in 10.  It allows you to lock the position of elements in the layout.  You also have the ability using this extension to define element placement rules for any/all map elements in your layout, useful for elements that are dynamic, such as a dynamic title, in which you might always want it right justified to the dataframe and positioned .25 inches above. As that title changes in a map book for instance, the location of it will always be locked to that position in the map layout.
